Ans.  No, the set format of UC i.e. Form GFR 12A is to be followed.
Q22.  Is it necessary to attach Annexures in UC forms?
Ans.  Annexures are not required, separate SOE (Statement of Expenditure) will satisfy the purpose.
Q33.  How to send the Utilization Certificate (UC)?
Ans.  A scanned copy of the UC should be sent on the email
Q44.  Till what date can the Utilization Certificate (UC) be submitted?
Ans.  The institute should follow the deadlines set by the National Coordinating Institute and submit them whenever asked to.
Q55.  Do the bills need to be attached to the UC?
Ans.  No bills are required, only the Statement of Expenditure (SOE) is to be given according to the money usage. Bills SHOULD BE kept in the safe custody of the institute for the next 3-5 years for audit purposes.

Ans.  No audit is required.
Q77.  Who is the Chief Finance Officer?
Ans.  The Chief Finance Officer (CFO) will be the Head of the Institution/ Finance Officer/ Registrar.

Ans.  Signature of the competent authority (Head of the institution/ Finance officer/ Accounts Officer/ Registrar) is required on the Utilization Certificate along with their respective stamps.

Ans.  The sanction number is the UTR number (Unique Taxpayer Reference number).

Ans.  No. The seed money should ONLY be utilized for surveys, travel, refreshments, awareness programmes and competitions.

Ans.  It is not possible to change the RCI as the PIs are allotted district-wise to RCIs. Any serious issue can be discussed with the NCI.

Ans.  No

Ans.  It depends on the Participating Institute.

Ans.  No. Only the villagers can have a bank account as Self-Help Group (SHG).

Ans.  It is advised to utilize the leftover balance as per UBA fund guidelines and then submit the Utilization Certificate (UC) before the deadline.

Ans.  No interest can be generated; if generated then please utilize it and fill the form accordingly.

Ans.  Yes, there should be a UBA team to work within the village and villagers should be well aware of that UBA Cell. The UBA Cell at the institute will help in the coordination and execution of the various projects being planned under Unnat Bharat Abhiyan. The UBA banner gives support in the execution of various UBA activities in the adopted village and a particular place will give the institution the authority to be a part of the village.

Ans.  In the case of a village having more than 200 households, it's not mandatory to do the survey of each house of the adopted village; the institute can go for random selection of the houses according to the variation at least. Try to cover up some points mentioned in the Household Survey Form by interacting wisely with the people through organizing various events and meetings. It is advised to take the help of a PRA expert if required in delicate areas.

Q5172.  Can a PI apply for basic R&D projects under SEG-UBA?
Ans.  Basic R&D projects should not be considered if technology is already available in the adopted village(s). UBA can only provide funds for implementation or customization of the technology in the adopted villages.
Q5282.  What is the ideal budget for the Project Proposal?
Ans.  The cost of the project should be mentioned as per the UBA norms, i.e, Rs. 1 Lakh for Technology Development and Rs.0.50 Lakh for Customization of technology. Proposals having a cost budget more than the mentioned limits will not be entertained by NCI.

Ans.  It includes the compiled progress report of their respective Participating Institutions as well as the progress made by RCI in a quarter. All the reports of PIs should be sent in a compiled format to the National Coordinating Institute (NCI) and should be uploaded through RCI Login.

Ans.  A PI can work on maximum three sanctioned projects at a time. NCI will consider other proposed projects from the respective PI only when the PI has submitted the final project completion reports of the sanctioned projects along with the Utilization Certificate.

If for some valid reason a PI was not able to attend the orientation workshop, they will be informed to attend the next workshop in their nearby region.

Ans.  No. The coordinators can incur the expenses from the Seed Money of ₹50,000 given to their Institution after registration in UBA.

The ranking parameters for ‘India Rankings 2020’, under the National Institutional Ranking Framework (NIRF), have been revised by the Centre to include Unnat Bharat Abhiyan as metrics for participation in government projects. Also, Unnat Bharat Abhiyan will be a Key Indicator (KI) under NAAC accreditation.

Institutions can provide special credit scoring to UBA students, can issue certificates and organise various activities to inform students how they can help in the nation’s Capacity Building by working under Unnat Bharat Abhiyan.
