CSIR-National Institute of Science Communication and Policy Research (NIScPR), Unnat Bharat Abhiyan (UBA) and Vijnana Bharati (VIBHA)

under ‘One Week One Lab Program’ CSIR-NIScPR

Rural Development has always been a challenge despite being the top priority of the
Government. In recent times the role of science and technology based interventions has
increased in the process of rural development. It is now being realized that technologies
developed as a result of research being carried out in Government research institutions can
play important role in the process of rural development. Realizing this CSIR has joined
hands with Unnat Bharat Abhiyan (UBA) (Coordinated by IIT Delhi) and Vijnana Bharati
(VIBHA) to disseminate CSIR Technologies in rural areas of the county, for creating
livelihood and business opportunities. As a part of this collaboration, many new initiatives
are being undertaken for creating awareness about CSIR Technologies, conducting training
programmes on CSIR Technologies and going for technology deployment in identified areas.
Many technology awareness events and training programmes on CSIR Technology have
been organized so far.
As a further step in this direction, CSIR-NIScPR, Unnat Bharat Abhiyan (UBA) and
Vijnana Bharati (VIBHA) are jointly organizing "Grassroots Innovations and Skill
Development Conclave for Rural Development" on 13 September 2023 at CSIR-NPL
Auditorium, K S Krishnan Marg, Pusa, New Delhi, as a part of CSIR-NIScPR’s One Week One
Lab Program (OWOL), which is being organized across all the CSIR Labs in the country.

The event is expected to be attended by more than 300 participants, including
scientists, academicians, farmers, Women Self Help Groups (SHGs), Entrepreneurs, FPOs,
college students and stakeholders from UBA & VIBHA Network from nearby regions. It is
expected to facilitate productive interactions, training, and the exchange of ideas focusing
on various sectors such as agriculture, agro-processing, sustainable practices, etc. which will
help in creating opportunities for collaboration among participants thereby creating
opportunities for the dissemination of CSIR Technologies in rural areas to address problems
through science and technology intervention.
The conclave will also provide an opportunity for policymakers and stakeholders to engage
directly with rural communities. This engagement will help in designing effective policies
that address the needs and aspirations of grassroots innovators.

About Organizers

CSIR-National Institute of Science Communication and Policy Research (NIScPR), New Delhi
CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR), a newly
formed institution of CSIR after the merger of CSIR-NISCAIR and CSIR-NISTADS, has a glorious
legacy of 70 years in science communication, building scientific temper among diverse
stakeholders, and promotion of Science, Technology &Innovation Policy Studies as well as act as a
bridge at the interface of Science, Technology, Industry and Society and contributing towards the
development of a robust S&T ecosystem in the country. The Institute presently brings out 16
research journals for the scientific community and 3 popular science magazines targeted at the
masses. Currently, it is working in collaboration with Unnat Bharat Abhiyan (UBA) and Vijnana
Bharati (VIBHA) network, towards dissemination of CSIR Technologies developed by different
CSIR labs for creating livelihood opportunities in rural areas.
Unnat Bharat Abhiyan (UBA), IIT Delhi
Unnat Bharat Abhiyan is inspired by the vision of transformational change in rural development
processes by leveraging knowledge institutions to help build the architecture of an Inclusive India.
The conceptualization of Unnat Bharat Abhiyan started with the initiative of a group of dedicated
faculty members of the Indian Institute of Technology (IIT) Delhi working for a long in the area of
rural development and appropriate technology. The concept was nurtured through wide
consultation with the representatives of a number of technical institutions, Rural Technology
Action Group (RuTAG) coordinators, voluntary organizations, and government agencies, actively
involved in rural development work, during a national workshop held at IIT Delhi in September
2014. The workshop was sponsored by the Council for Advancement of People’s Action and Rural
Technology (CAPART), Ministry of Rural Development, Govt. of India. The program was formally
launched by the Ministry of Education (MoE) (formerly Ministry of Human Resource Development
(MHRD) in the presence of The President of India on 11th November 2014.
Vijnana Bharati (VIBHA), New Delhi
India faces critical challenges as a nation in its march towards a welfare state. Considering the
nature of the challenges which are so unique, only rapid strides in the sector of science and
technology, in resonance with India’s heritage can meet those challenges. In this context, Vijnana
Bharati, a science movement with a swadeshi spirit has a greater role to play. Swadeshi Science
Movement was started at the Indian Institute of Science (Bengaluru) by a few eminent scientists
under the guidance of Prof. K I Vasu. This movement gradually gained momentum and emerged as
an organization with a national presence. In 1991(Oct 20-21) at the Nagpur meet, it was decided, to
launch the Swadeshi Science Movement at all Indian Levels and named it Vijnana Bharati. Vijnana
Bharati has units in 22 states across the country and contacts in 4 states. It is working in 11
different areas through autonomous institutions, independent organizations & also as project
entities.
